The Tokelau National Statistics Office released the first population counts from the 2016 Tokelau Census today. The official de jure usually resident population of Tokelau is 1,499. This was a 6.2 percent increase from the previous census in 2011.

The 2016 Census of Population and Dwellings was successfully held in Tokelau and Apia on Tuesday 18 October 2016.

The Tokelau National Statistics Office (based in Apia) contracted Statistics New Zealand to conduct the census. Mike Berry, Census Project Manager of Statistics NZ, who has led the Tokelau Census team for the past three censuses, explained:

“This round, the method we used for collecting the data was significantly different from the previous Tokelau censuses. For the first time ever, interviewers used tablets to record people’s answers. This improved data quality and sped up data collation. It made Tokelau the first Pacific nation to collect data for the census in this way.”

Measuring Tokelau’s small population is a challenging task. A significant proportion of the country’s population is away from the atolls at any one time, for various reasons (eg healthcare or education). Using a de jure usually resident population count ensures that all usual residents are counted, regardless of whether they are in Tokelau on census night or not.

One of major direct uses of census data is to determine the number of representatives on the General Fono (Parliament) for each atoll. That number will be 5 representatives for each nuku, based on the following de jure usually resident populations:
Atafu: 541;
Fakaofo: 506;
Nukunonu: 452.

The Constitution provides for “one delegate from each village for every 100 inhabitants of that village, based on the latest available census figures rounded to the nearest 100 inhabitants.”

Members of the General Fono will be elected in January 2017.

The census collected a wealth of information on the inhabitants of Tokelau, and the dwellings in which they live. More details on this New Zealand non-self-governing territory and its people will be available progressively on http://www.tokelau.org.nz/.
