REQUEST FOR EXPRESSION OF INTEREST
TO CARRY OUT THE TOKELAU DEVOLUTION REVIEW
 
Expressions of interest are invited from suitably and qualified consultant(s) to carry out a review of the Tokelau Devolution.
 
Background
Tokelau is a non-self governing territory of New Zealand with a population of 1,466 people (Tokelau 2006 Census). Tokelau consist of three islands (Atafu, Nukunonu and Fakaofo) situated approximately 500km north of Samoa.
 
Seven years after the devolution in 2004, the General Fono in March 2011 decided to review the devolution focusing on what has worked well, identifying the challenges and looking at best solutions to address them. This is a timely exercise given the opportunity to also look at how government and village systems and structures can be better tailored to effectively and efficiently deliver the National Strategic Development Plan for the maximum benefits of the people of Tokelau.
 
Purpose and Objectives
To undertake a review of devolution in Tokelau, including the delivery of current services, successes and the continuing challenges, and to consider areas where improvements could be made, or to highlight areas that may require further consideration or recommend a way forward on some of the issues that provide a practical strategy for improving the efficiencies of the Tokelau Public Service (TPS) in terms of its governance, corporate structure and management processes with the aim of providing the best possible service to the people and Government of Tokelau in the most cost effective and productive manner.
 
Required Expertise
 
The Consultant(s) should have:
 
  1. a good knowledge and understanding of Tokelau governance and organization structures, and the devolution process;
 
  1. a good knowledge and understanding of the Tokelau National Strategic Plan 2010-2015 and its relationship with sector plans;
 
  1. a sound understanding of the needs and concerns of Tokelau relating to the need to improve on TPS service delivery, human resource development and management processes,;
 
  1. demonstrated familiarity with the social, economic and financial conditions of Tokelau;
 
  1. proven ability to write in a clear and concise manner and to communicate orally; and
 
  1. proven ability to work in a small community and meet strict deadlines.
 
 
 
 
 
 
 
Timeframe
 
The work will be undertaken over a maximum 10 week timeframe on the basis of an agreed work plan.

About Tokelau


Tokelau consists of three atolls located about 483 km north of Western Samoa. Atafu is the northernmost atoll, 92 km north of Nukunonu, which in turn lies 64 km north of Fakaofo.

Each atoll consist of a number of reef-bound islets (motu) encircling a lagoon. The islets vary in size from 90 m to 6 km in length and from a few metres to 200 metres in width. The largest atoll is Nukunonu at 4.7 sq km. Fakaofo and Atafu are 4 sq km and 3.5 sq km respectively. From Atafu in the north to Fakaofo in the south, the group extends for just under 200 km. The atolls are three to five metres above sea level.
