    1Budget 2006/2007

    1. BUDGET 2006/2007
    2. Decision

      The General Fono agreed:

      1. to set aside $63,000 of the surplus to assist with funding for the increase of 25% to the general fono allowance for the fono delegates and honorarium for the Chairperson and Deputy Chairperson. This fund is to be included in the allocation for the Office of the Council for Ongoing Government.
      2. for the proposed landlease figure of $80,000 to be increased by $30,000 to account for the landlease provision included in the Energy proposal.
      3. that the General Fono Land Committee is to review all land leases and determine allocation of the $110,000 funding.
      4. to the Budget 2006/2007 as attached in appendix 1.

    3. INCREASE TO THE GENERAL FONO DELEGATE ALLOWANCES AND HONORARIUM FOR THE CHAIRPERSON AND DEPUTY CHAIRPERSON
    4. Decision

      The General Fono agreed:

      1. to an increase of 25% to the general fono allowance for the fono delegates and honorarium for the Chairperson and Deputy Chairperson;

      2. for the increase to be effective January 2006.

    5. DEPARTMENTAL/VILLAGE OVER EXPENDITURE
    6. Decision

      The General Fono agreed:

      1. to cease departmental/village expenditure for the 2006/2007 financial year, until any over expenditure for the current year has been settled.

    7. REFERENDUM - WAY FORWARD
    8. Decision

      The General Fono noted:

      1. the "Draft Tokelau Referendum Programme" (Draft 2) which was tabled.

      Taking into consideration the views of the Taupulega, the General Fono agreed:

      1. to the full internal self-government in free association with New Zealand option;

      2. to seek to improve the draft Treaty of Free Association;

      3. to seek to improve the Tokelau Constitution;

      4. to discuss further and agree to a new timing to hold a further self-determination referendum;

      5. to hold further educational and awareness creation workshops / consultations with the people of all villages on the Tokelau Constitution and draft Treaty;

      6. to the Taupulega continuing to explain and work with the people of their respective villages including seeking advice from Tokelau Constitutional Advisers and the Administrator of Tokelau.

    9. TELECOMMUNICATIONS REINTEGRATION RULES
    10. Decision

      The General Fono noted:

      1. the views of the Taupulega and the Board of TeleTok;

        The General Fono agreed:

      2. to defer the issues regarding (i) Telecommunications Reintegration Rules and the (ii) ICT Review to be discussed during the August 2006 General Fono.

    11. TOKELAU SPECIAL RELATIONS UNIT
    12. Decision

      The General Fono:

      1. noted with appreciation Alan Williams' paper which discussed the Tokelau Special Relations Unit in Wellington;
      2. The General Fono

      3. agreed for the Office of the Ongoing Government of Tokelau to prepare and send a formal letter to the Ministry of Foreign Affairs indicating that Tokelau does not wish for the Tokelau Special Relations Unit to be administered together with that of Niue.
