Advisor to the Tokelau Employment Commissioner

Applications are invited from suitably qualified and experiences candidates to the position of Advisor to the Tokelau Public
Service Commissioner (Advisor). The Advisor role will be responsible for the provision of sound advices to key governance
institutions through the TPS Commissioner (TPSC) on matters related to the management and performance of the Public
Service.

The Advisor will also be accountable but not limited to the following key duties and responsibilities:
  • Coordination, formulation, designing and reviewing of Public Services Policies and Procedures
  • Provision of advice to key local governance institutions on matters related to the TPS
  • Provision of advice to the TPSC on issues arising as results of analysis and applications of existing policies
  • Assisting the TPSC in conducting and reporting of Directors/GMs annual performance reviews to Council
  • Conducting inquiries and investigations
  • Representing the TPSC in relevant international/regional conferences
  • Other functions as required by TPS Rules 2016, or as directed by the TPSC or General Fono

The successful candidate should meet the following requirements:
  • Excellent organizational, negotiation, interpersonal skills and high standard written and oral communication skills in Tokelauan and English
  • Creative, analytical and flexible thinking to objectively appraise complex issues and systems and formulate sound, sensitive and clear policy advice
  • Strong leadership skills and ability to prioritise workload to achieve in tight deadlines and work well in a team environment and know how to motivate people
  • Ability to work independently and offer practical solutions in the context of Tokelau and remain focused
  • Awareness of the Tokelau culture and ability to operate effectively in a culturally sensitive environment

Educational qualifications and experience requirements for these roles are:
  • Relevant tertiary qualifications from recognised educational institutions in the fields of management or equivalent work experience
  • Proven experience in public service management for a period of at least 5 years.

The successful candidate will be contracted on a 3 year term. This person is expected to travel from time to time around the
islands and if and when required. Salary will be in accordance with the TPS remuneration framework.
