Operations Manager

The Government of Tokelau, through the Tokelau Department of Transport seeks
applications from suitably qualified candidates for the position of Operations Manager.
Reporting directly to the Director, the Operations Manager is responsible for the effective
and efficient management of operational activities (non-vessel) such as supply of
consumables to the vessels, cargo, passenger and logistics management to ensure safe and
efficient transportation of people and goods to, from and between the Tokelau atolls.

The Operations Manager is expected to foster close working relationships both within and
outside of Tokelau to ensure smooth operations of the vessel(s). Starting salary will be
based on qualifications and experience.

Position Description

Job Title: Operations Manager

Location: Transtok Apia Office and Tokelau when and where required.

General Description: For the purposes of the Company’s safety management system, the Operations
Manager is the management representative for non-vessel activities. The manager leads and
oversees the operations department to ensure the safe and efficient functioning of operational
activities such as supply of consumables to the vessels, cargo, passenger and logistics management.
The Operations Manager is the health, safety and environment lead for non-vessel activities

Key Objective: Management of the operational activities, equipment, resourcing and staff to provide
safe and efficient transportation of people and goods to, from and between the Tokelau atolls.

Reports to: Director

Key Relationships: Director, Ship Manager, Ship Master, Manager Support Services, Manager
Procurement, Freight staff Apia and Tokelau, Transport Officers Tokelau.

Co-ordinating Stevedoring activities to ensure safe
delivery of cargo to and from the vessel(s).

interface with operational, passenger and cargo
activities.
No evidence of conflict between functional
departments resulting in loss.
Control of costs associated with the operational
function, liaison with Director on budget
planning

Investigate accidents and incidents, instigating
and recording corrective action.
Evidence of appropriate robust investigation
where necessary.
Ensuring robust monitoring and reporting of
operational activities.
Close out action determined and followed up.
Contribution to Management system review
meetings
Evidence of proactive input to the review and
outputs.
Maintenance and ensuring regulatory
compliance of all non-vessel operational
equipment i.e. containers, lifting equipment,
testing equipment.
Lifting register and planned maintenance system
up to date and compliant.

Audit of equipment in service demonstrates
compliance.
Liaise with Director, Ship Manager with respect
to the composition, standards, employment
conditions, selection, training and discipline of
operational staff.
Review and comment on all operational staff
personnel review.

Training matrix and plan determined for year

Conducting Internal audits of the management
system functions.
Audit records and reports with findings, close out
and follow up.
Maintaining appropriate records of the functions
above as required by the Company’s procedures

Minimum Educational Qualifications:
• A higher-level qualification in logistics management, business, operations or maritime
operations.

Minimum Previous Experience:
• Shore operations in a maritime and/or freight forwarding environment.
