Director of Finance

The Department of Finance is responsible for national finance planning and audit, accounts preparation and reporting for
all units, national payroll, revenue collection, investment, Savings Scheme and the Superannuation Scheme. The
departments headquarter is located in the Tokelau Apia Liaison Office (TALO) in Apia where all the 12 finance staff
members are based.

The Director oversee the effective day to day operations and management of the department, financial systems,
accountabilities and reporting are continuously improved to ensure financial management is appropriate, transparent and
reporting is timely to all stakeholders.

Applications are invited from candidates with relevant qualifications and experiences in financial management and
understand the context of a small developing island state and its culture and language.

Duties and Responsibilities
The Director is responsible for the undertaking of the following:
  • Manage and maintain effective financial systems for Tokelau.
  • Lead the provision of information and advice to fully inform Tokelau’s budgeting processes.
  • Provide regular financial reports and advice to Government, individual departments and villages.
  • Manage the operations of the Tokelau Savings Bank and Tokelau Development Bank.
  • Manage the operations of the Tokelau Superannuation Scheme.
  • Provide regular financial reporting to the New Zealand Ministry of Foreign Affairs and Trade.
Applications will be assessed according to the following personal skills and qualities and must demonstrate proven
experience across:
  • Proven experience of at least 10 years in a senior management role.
  • Recognised accounting qualification.
  • Proven experience in financial accounting and reporting.
  • Sound judgment.
  • Awareness of Tokelauan culture, customs and protocols.
  • Strategic thinker and ability to lead and motivate others.
  • Highly developed interpersonal and communication skills.
  • Ability and confidence to establish and maintain excellent working relationships with local leaders and the wider community in a remote Pacific atoll
  • Preferably fluent both in Tokelauan and English, both orally and in writing; and
  • Membership of a professional accounting body.

This is a fixed-term position of 3 years. The position will be based in Apia and may relocate to Tokelau in the future. Annual
salary will be in accordance with the Tokelau Salary Framework plus a supplementary component to be negotiated with
the successful candidate.
